Even the local solutions we offer you, like COMMON LAW, will have little effect while the Monsters continue to work among you. HELL, I predict that if Common Law actually gets a foothold, the MONSTERS will offer you Grants to help build it !!!!
ANY solution you think you have is absolutely worthless without NGO exposure. Its like putting a new paint job and tires on a car with a Blown Engine.
